Description Ricky Gervais stars in this internationally recognized, BAFTA winning comedy set in suburban London at Wernham Hogg, a dysfunctional paper company where life is stationary. I'm in IT and personally wouldn't risk sending users to it. Chrome full on flags it as potentially harmful. That's with Adblock, Disconnect, Ghostery, HTTPSAnywhere, etc The problem is it's not 'idiots' that don't understand. There are plenty of people that understand the internet and computers but don't have extensions like that or are using browsers that will let them go right to it without as much as a warning.
And if you're on Windows 8/8.1, you've got builtin Microsoft Security Essentials running in the background as Windows Defender:) I honestly don't know why someone would go out of their way to disable it. I consider myself very cautious and from time to time I'll find something that's slipped through the cracks.
The statement they made, unless they made a different one, was that MSE was intended as a baseline that they expected to be at the bottom of AV tests but that it was far better than nothing. It's a fairly lightweight AV that's free and has regular definition updates. Everyone complains about McAfee, Symantec, etc all being too bloated and resource hogs so for most people MSE is sufficient. It's what I've installed on my parent's computers and it does the job. Really, if you've got MSE, automatic updates for Java & Flash, Windows Updates, and some browser plugins (Adblock) then you'll prevent a good number of the vulnerabilities out there.

Following a recommendation from the International Property Office, IPO, the maximum prison sentence for copyright infringement in the UK has been increased from two years – to 10. The IPO had previously commissioned a study that suggested online copyright infringement should carry similar sanctions to those used for counterfeiting offences. 'This legislation will help build a more connected and stronger economy.

It is unlikely casual users who download pirated-content would be hit with the maximum 10 year prison sentence. This is more likely to apply to those hosting torrent repositories that enable thousands of other internet users to download copyrighted content without permission from the rightholders.
